Most of the the foam filter I have experienced, have you clean the filter and carefully squeeze the cleaning solution out, the oil or use the special oil and work it into the foam then carefully squeeze out any excess. I would guess if it is too wet it would collect more dirt on the outside and maybe eventually restrict air flow. I have a vague recollection of Baja buggies using crank case pressure pulses to slightly expand the foam cover to break the dust crust loose while racing. What brand are you using? did directions come with it?
